- Pool yard enclosure (Texas Health & Safety Code Ch. 757)
- Texas statute setting enclosure requirements for pool yards, aimed primarily at multi-unit and public settings, and the reference point most Texas local barrier ordinances build on. The barrier — not the cover, not supervision alone — is the first legal layer of drowning protection.
- Self-closing, self-latching gate and door alarms
- A barrier gate must swing outward, close on its own from any open position and latch without help, with the release hardware placed out of a small child's reach; doors from the house into the pool yard are commonly required to carry alarms or self-closing hardware. These are the two barrier details that fail inspection most often and get defeated most often in real backyards.
- Virginia Graeme Baker Act & anti-entrapment drain covers
- Federal law (enforced by the CPSC) requiring every public pool and spa drain to carry a certified anti-entrapment cover meeting the applicable ANSI/APSP standard, after a child was held underwater by suction from an uncovered drain. It is the reason drain-cover replacement is a recurring compliance item with an expiration date on the cover itself.
- Dual main drains and SVRS
- Two main drains spaced far enough apart that a single body cannot block both, splitting suction so entrapment cannot build — or, on a single-drain system, a safety vacuum release system that senses a blockage and kills or vents the pump. One of these layers is required on public pools; both are good practice on residential.
- Model Aquatic Health Code (MAHC)
- The CDC's voluntary, science-based model code for the design, construction, operation and management of public aquatic facilities — disinfection, water quality, recirculation, lifeguarding, ventilation and staff training. States and counties adopt it piecemeal, so a facility operator's real obligation is local code informed by the MAHC.
- Public vs residential pool classification
- The dividing line that determines almost everything: a public or semi-public pool (apartment, HOA, hotel, gym, school) is inspected, requires a certified operator, chemical controllers, defined turnover rates, barrier and signage compliance and accessible entry, while a single-family residential pool is governed mainly by building code and barrier law. Apartment and HOA pools are routinely misclassified by owners as 'private'.
- Lifeguard requirements
- Whether a public facility must staff lifeguards, and to what ratio, is set by state and local health rules and by the facility's classification — many apartment and hotel pools operate legally unguarded with posted signage and depth markings instead. Staffing and certification are a chronic operating constraint for municipal aquatics.
- ADA accessible means of entry
- Public pools must provide accessible entry — typically a pool lift or a sloped entry, with larger pools requiring two independent means. Applies to hotel, apartment-community, municipal and club pools, and is a common retrofit trigger during renovation.
- Backflow prevention
- A cross-connection control device on the fill line so pool water — chlorinated, and potentially contaminated — can never siphon back into the potable supply. Required by plumbing code and inspected; the autofill is the most commonly overlooked connection.
- Equipotential bonding and GFCI protection
- Bonding ties the pool shell steel, coping, ladders, decking, pump motors and metal within reach into one conductive grid at the same electrical potential, so no voltage difference can drive current through a swimmer; GFCI devices cut power when current leaks to ground. Together they are the defense against electric shock drowning, and the pre-gunite bonding inspection is where it is verified.
- NEC Article 680
- The National Electrical Code article governing pools, spas, fountains and hydromassage tubs — bonding grid, equipment grounding, GFCI, underwater luminaires and junction boxes, receptacle and overhead-conductor clearances. The single most cited electrical reference in pool construction.
- ISPSC, ANSI/APSP/ICC-7 and ICC-15
- The International Swimming Pool and Spa Code is the ICC model code jurisdictions adopt for pool and spa construction; ANSI/APSP/ICC-7 is the suction-entrapment-avoidance standard and ANSI/APSP/ICC-15 the energy-efficiency standard for pumps, heaters and covers, both referenced into it. Naming the standard rather than 'code' is what separates an expert page from a generic one.
- Setbacks and easements
- Property-line, structure and utility-easement clearances that dictate where a pool shell, deck and equipment pad may legally sit. A drainage or utility easement crossing a small urban lot can eliminate the only buildable pool location, which is why the survey comes before the design.
- Impervious cover limit
- The maximum share of a lot that may be covered by surfaces water cannot pass through. In Austin this is enforced by zoning and watershed regulations, and pool decking counts against it (pool water surface is treated differently from deck), so on a tight lot the deck — not the pool — is what forces a redesign or a pervious-paving substitution.
- Permit and inspection sequence
- The fixed order a build must pass: plan review and permit issuance, layout and excavation, steel and pre-gunite inspection, plumbing pressure test, electrical bonding inspection, gunite, then deck, finish, barrier and final. Each inspection gates the next trade, so one failed inspection slides the whole schedule, not just one day.
- RCLA notice-and-repair (Texas Property Code Ch. 27)
- The Texas Residential Construction Liability Act, which requires a homeowner to give a contractor written notice of a claimed construction defect and a chance to inspect and offer repair before suing, and limits damages accordingly. It is the procedural spine of every residential pool defect dispute in Texas.
- Gunite / shotcrete
- Concrete pneumatically sprayed over a rebar cage to form a monolithic shell — gunite is mixed dry and hydrated at the nozzle, shotcrete is delivered wet. It allows any shape, depth or feature and is the dominant method in Texas, but takes the longest to build and needs a plaster-class interior finish it will eventually need replaced.
- Fiberglass shell
- A one-piece factory-molded shell craned into a prepared excavation. Fastest install, smoothest non-porous surface with the lowest chemical and maintenance demand, but limited to the manufacturer's catalog of shapes and sizes and constrained by what can be trucked to the site.
- Vinyl liner
- A steel or polymer wall panel structure with a compacted floor and a replaceable vinyl membrane. Lowest entry cost and easy to reshape, but the liner is a wear item on a replacement cycle, and it is a far smaller share of the Texas market than of the Midwest and Northeast.
- Excavation and over-dig
- Digging the hole plus the working room outside the shell line needed for forms, plumbing and gunite crews. Over-dig is why a pool consumes far more yard than its finished footprint during construction, and in Central Texas limestone and caliche it is also where rock and hammer charges appear.
- Plumbing rough-in
- Suction and return lines, skimmers, main drains, cleaner lines, spa jets and lighting conduit installed before gunite and pressure-tested. Undersized pipe here permanently caps flow and forces the pump to burn energy fighting head loss for the life of the pool.
- Steel and rebar schedule
- The engineered bar size, spacing, lap length and cage geometry that carry the shell's structural load, specified against soil conditions. On expansive clay or a terraced Hill Country lot the schedule is heavier and may require a structural engineer's stamp.
- Tile and coping
- Waterline tile and the cap that finishes the shell edge and transitions to the deck. It is both the most visible design decision and a functional one — coping sheds deck water away from the pool and gives the deck an expansion joint.
- Interior finish: plaster, pebble, quartz
- The waterproof, cementitious surface that meets the water. White marcite plaster is the traditional entry finish with the shortest life, quartz aggregate adds durability and color, and exposed pebble finishes last longest at the highest cost and roughest texture. Choosing the finish is choosing the resurfacing interval.
- Startup and curing
- The first weeks after a new interior finish, when the surface is still curing and needs a defined brushing and chemistry regimen — no filter-clogging dust left in, careful pH and calcium control, delayed chlorination or salt on some finishes. A botched startup permanently scales, stains or mottles a finish that would otherwise last decades.
- Equipment pad
- The slab where pump, filter, heater, sanitizer, automation and valves live. Its distance from the pool, elevation relative to water level, pipe sizing and valve layout determine hydraulic efficiency, noise, freeze exposure and how long every future service call takes.
- Variable-speed pump and the DOE efficiency rule
- A permanent-magnet motor whose speed is programmable, so filtration runs at low speed for long hours instead of full speed for short ones — and because power draw falls far faster than flow, it cuts pumping energy dramatically. The US Department of Energy's dedicated-purpose pool pump standard, effective July 2021, is what pushed single-speed pumps out of the replacement market.
- Filter type: cartridge, sand, DE
- Cartridge filters need no backwashing (which matters under water restrictions) but require periodic removal and cleaning; sand is cheapest and simplest but filters the coarsest and wastes water on backwash; diatomaceous earth filters the finest and needs recharging and careful DE handling.
- Heater sizing — heat pump vs gas
- Gas heaters raise temperature fast and work in cold air, making them right for spas and on-demand use; electric heat pumps pull heat from ambient air at far lower running cost but heat slowly and lose capability as the air gets cold. Sizing runs off water surface area, desired temperature rise, wind exposure and whether a cover is used.
- Salt chlorine generator
- A cell that electrolyzes dissolved salt into chlorine continuously, so the pool sanitizes itself instead of being dosed by hand. It does not make a pool 'chlorine-free' — it makes chlorine on site; the trade-offs are cell replacement cost, a rising pH tendency, and salt's effect on some stone, coping and metal.
- Ozone and UV
- Secondary in-line disinfection that destroys chloramines and chlorine-resistant pathogens as water passes the equipment pad, reducing chlorine demand and irritation. Both are supplemental — neither maintains a residual in the pool, so a primary sanitizer is still required.
- Automation
- A controller that runs pump speeds, valve actuators, heater, sanitizer, lights and features on schedules, with app control and — increasingly — remote diagnostics a service company can read before dispatching a truck. It is also the layer that ties a homeowner to a specific manufacturer's ecosystem for the pool's life.
- LSI (Langelier Saturation Index)
- A single calculated number combining pH, temperature, calcium hardness, total alkalinity and total dissolved solids that says whether water is balanced, corrosive (will etch plaster and dissolve grout) or scale-forming. Managing LSI rather than chasing pH alone is the difference between a plaster surface that lasts and one that fails early — especially on hard Central Texas fill water.
- Free vs combined chlorine
- Free chlorine is the active sanitizer still available to kill; combined chlorine is chlorine already bound to ammonia and organics — chloramines, the source of the 'chlorine smell' and eye irritation. A pool that smells strongly of chlorine has too little effective chlorine, not too much.
- Cyanuric acid
- Stabilizer that shields chlorine from being destroyed by UV, essential in Texas sun — but it accumulates, and above a certain level it so slows chlorine's kill rate that the pool needs far more chlorine to stay safe. Because it only leaves by dilution, high CYA is one of the few problems solved by draining water.
- Total alkalinity, calcium hardness and phosphates
- Alkalinity buffers pH against swings; calcium hardness keeps water from dissolving calcium out of plaster or, when too high, from scaling; phosphates are algae nutrients that accumulate from fill water, runoff and some treatments. All three feed the LSI calculation and are the parameters a weekly service tech actually manages.
- Route density and stops per day
- How many pools a technician services within how small a geographic area. Density is the single biggest determinant of a service company's margin, because drive time is unbillable — a tight route can support far more stops per day than a scattered one, which is why route acquisitions are priced on geography as much as on customer count.
- Chemical cost per stop and monthly service pricing
- The recurring price a customer pays, set against the average chemical spend and labor minutes per visit. Whether chemicals are included in the flat rate or billed separately is the core pricing decision and shifts commodity-price risk between company and homeowner.
- Repair vs service revenue mix and callback rate
- Weekly cleaning is a low-margin subscription that exists largely to originate high-margin repairs and equipment replacement, so the mix between them defines the business. Callback rate — the share of jobs a crew has to return to fix on warranty — is the internal quality metric that quietly determines whether that margin survives.
- Build cycle time and weather delay
- Elapsed time from contract to swim, which is mostly waiting: permit review, inspection scheduling, trade crew availability and rain. Because gunite, deck and plaster all need workable weather and a passed inspection first, a wet stretch pushes every downstream trade, and honest schedule communication is the top driver of customer satisfaction in pool construction.
- Draw schedule, progress payments and mechanic's lien
- Payment released in stages tied to completed phases — dig, steel, gunite, tile and deck, plaster — so neither side carries the whole risk. Unpaid subcontractors and suppliers can file a mechanic's lien against the homeowner's property even if the homeowner paid the builder, which is why lien waivers at each draw matter.
- Subcontractor crews and backlog
- Most pool builders coordinate independent specialty crews — dig, steel, plumbing, gunite, tile, deck, plaster — rather than employing them, so schedule control depends on the builder's standing in the crew queue. Backlog, the signed work not yet built, is the industry's leading indicator: a healthy backlog means schedule confidence, an overstuffed one means slipped promises.
- Cost per square foot of water surface
- The rough normalizing metric for comparing pool bids, since water surface drives shell, finish, chemical and heating load. It is only a starting point — rock excavation, retaining walls, elevation change, decking area and equipment tier can move a project far off the per-foot line, which is why bids on the same yard diverge so widely.
- Allowance and change order
- An allowance is a placeholder dollar amount in the contract for a selection not yet made (tile, coping, decking, lighting); a change order is a signed amendment altering scope or price after signing. Thin allowances are the most common source of a final price that exceeds the contract, and the honest fix is specifying real selections up front.
- Swim spa vs hot tub vs endless pool
- A hot tub is a heated seating vessel; a swim spa is a longer heated vessel with a propulsion current you swim against, often with a separate hot section; an Endless Pool is a purpose-built current-swimming unit. All three are manufactured, delivered and set on a prepared pad rather than constructed in place, which is what makes them the fast, lower-cost alternative to a built pool on constrained lots.
- Freight and rigging for spa delivery
- Getting a swim spa or hot tub from the truck to the pad — gate width, fence removal, side-yard slope, overhead lines, crane placement — plus the engineered pad, the dedicated electrical circuit and disconnect. Access, not the unit, is what most often blows a spa delivery budget or kills the sale.
